To qualify for a REV Training Voucher to enroll in a high-demand workforce education program at a Virginia Community College, an individual must certify that he or she meets one of the following criteria:

  • A Virginian who lost his/her job due to COVID-19 and received state unemployment benefits on or after August 1, 2020, or
  • A Virginian who lost a full-time job because COVID-19 caused his/her place of employment to close or reduce staffing, and who is now working in a part-time job that pays less than $15 per hour.
  • Individuals who resigned from full-time employment to care for sick relatives or stay home with school-age children are not eligible for these training vouchers but may be eligible for other financial assistance.
  • DACA students and dual enrolled students are not eligible for REV Training Vouchers.

What is the Re-Employing Virginians (REV) Training Voucher? In April 2020, Congress passed, and the President signed, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Each state received CARES Act funds to address costs related to the public health emergency created by the pandemic, as well as to provide economic support to individuals suffering from unemployment due to COVID-19 business closures.

Governor Ralph Northam has made available $27M of Virginia’s Coronavirus Relief Fund to provide one-time Re-Employing Virginians (REV) Training Vouchers to Virginians whose jobs have been impacted by COVID-19.

Who is eligible? Any Virginian who has received unemployment benefits on or after August 1, 2020 can qualify for a REV Training Voucher to enroll in a workforce program at a Virginia Community College. Individuals who resigned from full-time employment to care for sick relatives or stay home with school-age children are not eligible for these training vouchers but may be eligible for other financial assistance.
Is an individual who works part-time eligible? Yes, eligibility includes an individual whose job was impacted by COVID-19 and who is currently not working outside the home or is working in a low-wage part-time job earning less than $15 per hour.

(DACA students and dual enrollment students are not eligible.)

How does an individual prove eligibility? Individuals must self-certify their eligibility by signing a form attesting that they received unemployment benefits on or after August 1, 2020, or their job has been impacted by COVID-19 and they are no longer working or working in a low-wage part-time job.

(Additional verification of unemployment with the Virginia Employment Commission may be required.)

What does the REV Training Voucher pay for? For qualifying students, the REV Training Voucher will be pay for tuition and fees for a short-term FastForward workforce program or for one semester of a credit workforce education program offered by Virginia’s Community Colleges.
What programs are available? Individuals may enroll in community college G3-eligible programs designed to prepare them for work in high-demand areas: technology/IT; manufacturing and skilled trades; healthcare; and public safety.
How much does the Training Voucher pay? ·        Up to $1,500 toward the cost of the tuition and fees for enrollment in a short-term FastForward workforce program.

·        Up to $1,500 toward the cost of tuition and fees for part-time enrollment (9 semester hours or less) in a credit workforce education program.

·        Up to $3,000 toward the cost of tuition and fees for full-time enrollment (12 hours or more) in a credit workforce education program.

Please note that funds are available on a first-come, first-serve basis.

Is there a deadline for enrollment? Funding has been extended through the end of 2021.
Is REV Training Voucher available to students who are already enrolled in a community college? Yes, students enrolled in credit programs who meet the established eligibility criteria may receive a Training Voucher to pay for tuition and fees for upcoming semesters.
Can an individual receive more than one REV Training Voucher? No; these are one-time vouchers.
If a student registers but doesn’t attend, does he/she receive a refund? No; the Training Voucher funds credited to the student’s account to pay for tuition and fees are non-refundable to students. If a student never attends a class paid for with a Training Voucher, the funds will be returned to the state and reimbursed to the federal government.
What if a student drops out of a FF or credit class paid for with an REV Training Voucher? If a student drops out of a credit class, the college will retain the funds to pay for instruction. If a student drops out of a FastForward class, he or she is responsible for paying the second third of the cost. REV Training Voucher funds may not be refunded to the student.

REV will provide training vouchers for individuals who are unemployed or underemployed due to COVID-19 and who enroll in certain programs (health care, law enforcement, engineering, welding, machining, IT, and more.)

For reference, the cost of tuition at RCC for a full-time student taking 15 credit hours is $2,409.75, which would be paid in full by the REV Voucher.
