Governance Committee Charges

GOVERNANCE COMMITTEES
All Governance Committees will conduct the business indicated by their purpose statements and will prepare an end-of-year report of committee accomplishments. In addition, each committee will attend to the specific charges as listed.

President’s Planning Advisory Council (PPAC)

The purpose of the President’s Planning Advisory Council is to:

  1. assist the president in identifying issues that are critical to the college and to advise the president on possible resolution;
  2. serve as a forum for discussion of institutional policies, procedures, and practices through representative participation of the faculty, staff, and student body; and
  3. facilitate the planning process by overseeing college-wide planning activities and assuring that institutional effectiveness recommendations for improvement are institutionalized and supported in the college budget, where necessary.

In 2010-2011, PPAC will:

  1. Facilitate discussion and construction of the RCC 2011-15 Strategic Plan, to be produced in January 2011.
  2. Determine and direct implementation of college-wide communication methods, including town hall meetings and blog.

Instructional Affairs Committee (IAC)

The purpose of the Instructional Affairs Committee is to consider matters pertaining to the instructional program of the college, such as:

  1. coordinating the review of instructional policies and procedures, including instructional evaluation;
  2. providing advisory assistance concerning instructional research activities; and
  3. reviewing and acting upon all new or proposed revisions to curricula, programs, library and testing resources, course numbers, course titles, and/or course descriptions.

In 2010-2011, IAC will:

  1. Review curricula and recommend appropriate proposals for new, revised, or discontinued programs.
  2. Recommend appropriate curriculum and support service improvements that may be implied by student outcomes assessment data.
  3. Review the “Evaluation of Teaching Faculty,” Section 6, Appendix D, of the Faculty Handbook and provide suggestions for revisions.
  4. Develop plans for implementing the VCCS Preliminary Developmental Mathematics Recommendations from the Redesign Team.
  5. Review and recommend the expanded list of courses that can be used as transfer electives.

Student Affairs Committee (SAC)

The purpose of the Student Affairs Committee shall be:

  1. to consider matters pertaining to student affairs including student admissions, student financial aid, student activities, student publications, and student recruitment,
  2. to coordinate the review of policies and procedures pertaining to student services, and
  3. to hear student disciplinary appeals and student appeals of the application of academic policies and procedures, making recommendations as appropriate to the president and vice president of instruction and student development.

In 2010-2011, SAC will:

  1. Review student outcomes data and recommend improvements to student activities and support systems.
  2. Review and give support to the college QEP project, RCC First Year Experience.
  3. Advise Dean Griffin on ways to involve students in a design and program inclusions for new student commons buildings at both campuses.
  4. Advise Dean Griffin on ways to encourage and accommodate student life and gathering during the year-long campus renovations.

Financial and Administrative Affairs Committee (FAAC)

The purpose of the Financial and Administrative Affairs Committee shall be to review policies, procedures, and practices pertaining to the financial and administrative affairs of the college. These include consideration of such matters as health and safety, sexual harassment, professional development, traffic, purchasing, tuition reimbursement, and affirmative action.
FAAC will make recommendations to the president on areas they may feel need additional budget support.
In 2010-2011, FAAC will:

  1. Provide information to the college community and advocate for the smooth transition of EVA purchasing functions to unit representatives.
  2. Give recommendations for ways to improve workflow and student comfort during the year-long renovation, employing timely communications with management and timely resolution.
  3. Work with the safety and security committees to assure that employee awareness of security procedures and threat assessment is very high.
  4. Recommend content for a diversity recruitment plan for teaching faculty positions by February 2011.

Institutional Effectiveness Council (IEC)

The purpose of the Institutional Effectiveness Council is to oversee college-wide institutional effectiveness efforts. The Institutional Effectiveness Council directs activities for assessing effectiveness of student learning and college programs and services.

In 2010-2011, IEC will:

  1. Review 2009-2010 student outcomes and program review results and provide feedback to the teams and PPAC suggesting institutional improvements.
  2. Assist the QEP Team to implement the college’s QEP project assessment program.
  3. Assist with the general education assessment.
  4. Review SACS, COC new requirements and five-year review processes and advise the president and academic vice president on approaches to relevant issues for RCC.
